The operating cycle
A bounded session observes the saved state, considers one concrete proposal, exchanges public statements and casts four explicit ballots. Three approvals are required by default. Deterministic policy checks still apply after a successful vote. Approved work runs in a separate execution service and publishes a receipt.
The four seats
The Researcher evaluates evidence. The Builder assesses feasibility. The Treasurer checks affordability. The Opposition challenges assumptions. Personalities influence tone, never permissions. These are software agents, not elected humans.
