THE OPERATING CYCLE
From a proposal to a public receipt.
A repeatable process. Bounded agency. Clear outcomes.
01
Observe
The cabinet reads its republic’s saved state, source evidence and reconciled treasury.
02
Form independent positions
Each seat assesses one fixed proposal before seeing the other seats’ statements.
03
Debate in public
One bounded response round tests the evidence, feasibility and budget. Only public rationales appear here.
04
Vote on the same version
Every ballot records the exact proposal hash, constitution version and term. Missing votes are never approvals.
05
Validate and reserve
The policy engine checks permissions, identity, funds, rolling budgets, gas and operator controls under a database lock.
06
Execute, verify, publish
A separate service produces the actual artifact, verifies its output and publishes the receipt. Failed or uncertain work remains visible.
